The report deals almost exclusively with reducing transfers. But most transfers have low deadweight losses, so there is little efficiency gained from reducing them. If reducing transfers reduced borrowing then there woud be some gain in shifting resourced from consumption to investment. In practice, however, the plan is to reduce THIS set of transfers to permit greater transfers to high income taxpayers with tax cuts.

Great recommendations. Too bad Trump has already ruled out many of these suggestions, particularly those that could have the greatest impact - reform of major entitlement programs.
