But this implies that Trump wants an improvement in immigration, not just an issue. Killing the Democratic House bill implies he prefers and issue.

Merit based immigration ought to be part of a growth strategy along with lower deficits and freer (non-China) trade.

The evidence that immigration is a net benefit for the US is overwhelming. We can do better.

Despite lip service to this, my chief concerns with an incoming Trump administration (aside from tariffs, which are bad policy) is that they will curtail legal immigration as well.

In Trump’s first term, he attacked the foundations of legal migration just as much as illegal migration.
