"He has endeavored to prevent the population of these States; for that purpose obstructing the Laws for Naturalization of Foreigners; refusing to pass others to encourage their migrations hither, and raising the conditions of new Appropriations of Lands."
Note: the beef is not "He has not delegated to us the power to welcome or deny migrations". The beef is that he is discouraging migration.
To disallow emigration is to imprison someone. But to allow emigration without the right to go somewhere is also to imprison.
