I’m the vice president of economic and social policy studies at the Cato Institute, where I mainly work on immigration policy in the United States. I’m the co-author, with Benjamin Powell, of Wretched Refuse? The Political Economy of Immigration and Institutions (Cambridge University Press, 2021). I’ve also written tons of academic peer-reviewed articles, policy papers, blog posts, op-eds, and other pieces for many different publications.

I have other interests in economics, history, social science, and public policy. I’m especially prone to writing long deep dives and book reviews that aren’t suitable for most other publications. A disproportionate share of this substack will be about immigration, but I will veer into other topics of my choosing.
