I think this is bad analysis. It doesn’t take into account that most inmates are in prison for crimes they did many years ago. So let’s say the % of illegal immigrants has risen recently then you would expect a lag before that represented in incarcerated population.

Genuine question: Why should we care about the incarceration rates of illegals relative to US citizens (and legal immigrants)?

Even if illegals commit literally zero other crimes, immigration laws should still be enforced against those who break them, should they not?

One of the structural problems is that humans are still seen as illegal. If we were all recognised and accepted as global citizens, there would only by legal migration and legal suspects of crime. At the moment, humans are seen as criminals and illegal just by being born with a certain passport
